SB 707
During October, people across Los Angeles 
donated pairs of shoes to the 50 participating Goodwill 
SoCal locations in the Footwear Futures Project, 
organized by the Footwear Collective, a nonprofit 
representing 11 prominent footwear brands. Shoes 
that were still in good, wearable condition were resold 
through Goodwill SoCal retail stores and outlets. 
End-of-life shoes and those that did not sell were sent to 
Homeboy Threads to be sorted, analyzed and prepared 
for processing. In 2026, the shoes will be sent to one of 
three material processing partners to evaluate and scale 
different approaches for circular recovery. 
The Future Footwear Project is important to help develop 
a scalable, shared infrastructure for end-of-life footwear.
Passed – California Senate Bill 707, known as the 
“Responsible Textile Recovery Act,” requires producers selling textiles 
in California to establish a stewardship program for recycling, repairing, 
and reusing materials. While full implementation of the law will not 
occur until 2030, Goodwill SoCal is actively engaged with leading 
coalitions and state-level agencies to help prepare for SB 707 enactment. 
Issues such as material collection and sortation will have a direct impact 
on Goodwill SoCal operations as will future methods for recycling, 
repairing and reusing textiles.
